This strategy incorporates a strong focus on citizenship rights, social integration, combating stigma, and personal recovery.
4.7% of the population over 15 years of age reported having consulted a professional (psychologist, psychotherapist, or psychiatrist) in the last year (5.49% of women, 4% of men). Therefore, the Strategy is aimed at the entire population and, especially, at people with mental health problems who receive healthcare within the National Health System, as well as professionals, organizations, healthcare providers, family members, and entities and agents involved in improving mental health.
The Strategy aims to serve as a tool to improve the mental health of the population, provide comprehensive care to people with mental health problems from a human rights perspective, supporting their families and promoting a comprehensive and community-based care model that fosters recovery and social inclusion , and consolidates strategic lines based on:
- Autonomy and rights
- Person-centered care
- Promoting the mental health of the population and preventing mental health problems
- Prevention, early detection and care for suicidal behavior
- Care for people with mental health problems based on the recovery model in the community setting
- Mental health in childhood and adolescence
- Family care and intervention, coordination, citizen participation
- Training and research, innovation and knowledge.
